The Vatican City State has implemented its first comprehensive artificial intelligence (AI) regulations, which came into effect on January 1, 2025.
Issued by the Pontifical Commission for Vatican City State, the guidelines outline ethical principles and specific measures to govern AI usage within Vatican institutions.
The 13-page decree, titled “Guidelines on Artificial Intelligence,” emphasizes that AI must uphold human dignity, safeguard individual rights and prioritize ethical responsibility:
“Technological innovation cannot and should never overtake or replace human beings,” the document states, underscoring the need for AI to serve humanity while respecting ethical and social principles.
A five-member Commission on Artificial Intelligence has been established to monitor AI activities. The commission will draft implementation laws, assess AI applications and provide reports on their impact.
Provisions include labeling all AI-generated content as “AI” and prohibiting AI practices that promote discrimination, harm individuals or create social inequalities. Legal use of AI is strictly limited to administrative functions, with interpretation and rulings reserved for humans.
Inspired by the EU’s own AI regulation, the Vatican decree incorporates Catholic ethical teaching, such as transparency, inclusion and care for the environment. Additional implementation details are expected by the end of 2025.
